
The employees of Pakistan Bureau of Statistics (PBS) in all regional and field offices have shown great reservations following the meeting of Departmental Promotion Committee (DPC) that had held on 3rd of July last week in which junior employees were allegedly given promotion and the genuine employees were neglected which has increased anger and restlessness among all senior employees.
In a statement issued here on….. employees of PBS alleged that the management preferred the junior Statistical Assistants of defunct Federal Bureau of Statistics (FBS) who were appointed in PSLM Project. After appointment they were regularized in 2015, over Statistical Assistants of (PCO) who were appointed in 2008, 2009 and 2010 which is completely against the law and sheer discrimination with the all employees of Pakistan Bureau of Statistics.
The statement said that owing to illegal promotions, employees of PBS filed a writ petition in Islamabad High Court to challenge this illegal move because this action of management is open violation of General Statistics (Re-organization ) Act -2011 while bypassing the directions of honourable Islamabad High Court given to PBS is also clear violation of Rule 4-A of the civil Servants (seniority Rule 1993).
The statement said that establishment of PBS necessitated that the rules be formulated for employees of PBS. However the sub section (5) of section (60) of General statistics (Re-organization ) Act -2011 clearly states that the new rules or regulations of the bureau to be finalized soon after the establishment of the bureau i.e PBS, but after passing 13 years the rule of PBS not been formulated yet.
The employees urged Prime Minister, and Minister for planning and Development to take action of this violation of rules and injustice with genuine employees. They warned that their demands not accepted forthwith they would boycott the SME’S Small Medium Enterprise’s Survey which was started on the direction of Prime Minister.
