Ex-Cadre Officers of Federal Secretariat including MS Wng, Ministry of Petrolum, Ministry of Law & Justice, Ministry of Interior, Ministry of Human Rights, Ministry of Planning, Development and Special Initiatives have been protesting from 25th November 2022 to end Discrimination in Executive Allowance. The Executive Allowance have been granted to specific groups i.e. DMG/PAS, OMG, PM and President office of Federal Secretariat.

However the Technical Professional Officers have been excluded from granting this allowance due to which the Ex-Cadre officers are of the view that the Executive Allowance has become a matter of dignity for them as Section Officers and Deputy Secretary considered superior while working in same Ministry. It may be noted that almost all functions of the Ministries/ Divisions allocated under Rules of Business 1973 are performed by Technical officers. The officers of PAS and OMG is to facilitate the Technical officers in terms of administrative and logistics support. The Ex Cadre officers are of the view that protest will remain continue until issuance of notification by Finance Division for granting of Executive Allowance to Ex-Cadre officers working in the Federal Secretariat.
