The Human Rights Cell of the Pakistan People’s Party (PPP) convened a meeting today to review the country’s evolving human rights situation, with particular focus on recent findings of the Human Rights Commission of Pakistan (HRCP) report 2025, which was launched on another day and reported incidents of extrajudicial killings.
The meeting was chaired by PPP Human Rights Cell President Farhatullah Babar and attended by Information Secretary Tariq Mehmood Ghouri, Additional Secretary General Shakeel Abbasi, Secretary Finance Samina Bibi, and Vice President Zulquran Asgar.
The Cell expressed serious concern over the recent HRCP annual report 2025 reports indicating a broad deterioration in the protection of fundamental rights across the country. Members observed that the situation of vulnerable groups, including women and marginalised communities, reflects an increasingly alarming trend requiring urgent institutional attention.
The meeting noted that continued violations of constitutional rights not only undermine public confidence in state institutions but also raise concerns regarding Pakistan’s international human rights commitments.
Allegations of Extrajudicial Killings. The meeting was devoted to reports alleging extrajudicial killings by CCTD, reportedly involving law enforcement units. Citing available data and media reports suggesting over 800 deaths in alleged staged encounters, the cell described the situation as deeply alarming and incompatible with constitutional guarantees of due process and the right to life.
The Cell stressed that all allegations of unlawful use of force must be investigated through independent and transparent mechanisms to ensure accountability and uphold the rule of law.
The meeting also reviewed ongoing efforts relating to disability rights and budgetary allocations. The cell reiterated its commitment to strengthening advocacy through parliamentary mechanisms, including coordination with Human Rights Committees of both the Senate and the National Assembly.
Members emphasised the need for disability-inclusive policies in the upcoming federal budget, noting that provincial initiatives—particularly in Sindh—should serve as a model for broader national alignment.
Solidarity with Katchi Abadi Communities
The PPP Human Rights Cell expressed strong solidarity with residents of Katchi Abadi (informal settlement) communities and reaffirmed its commitment to engaging directly with affected populations. It was announced that the Cell will undertake a field visit to the Katchi Abadi areas to extend solidarity and assess ground realities.
The Cell also appreciated the efforts of its Information Secretary, Tariq Mehmood Ghouri, for his close engagement with Katchi Abadi communities in his capacity as Convenor of the Katchi Abadi Cell, acknowledging his continued work on grassroots mobilisation and advocacy.
